Here's how I think the most fair clan system would be:
Instead of requiring 25% of your total cjs to have max bonus, we switch it to 50%. So currently you need 80cjs to hit max learning at 25%, were as if you switch it to 50%, you only need 40cjs for max learning.
Raiding doesn't turn on until 61 cjs have been added and auto turns off when clan reaches 40 cjs (Clan can never lose max bonus learning assuming they have 40cjs)
Learning costs 20cjs a week meaning a clan with 40 cjs can have max learning without raiding being on (No risk of being raided, as most clans should have access to learning)
Pot bonus costs 10 cjs a week, so a clan with 60 cjs can have max learning and pot bonus to help with spawns without having raiding on.
Several new bonuses added to the clan system for clans that take the risk of having raiding on. That is up for debate on what new bonuses should be added and the cj costs for them. I suggest minor things that aren't broken, but collectively make a noticeable difference.
Cjs rot within 24 - 48 hours, meaning that clans that are active but don't want to turn on raiding can still sell jewels, as other clans that aren't as active will want to purchase them to sustain learning. This removes clans hording cjs and not depositing them into the clan, which is what clan jewels are meant to be intended for...
There's currently 4 active clans which this would appease to all of them as there are benefits for everyone, opposed to the current system.
0 - 60 cj clan Raiding OFF
61 + Raiding auto turned on
