You're almost there. Need to know if any errors are popping up? (ddraw error? etc). The issue you are describing (if i understand you correctly) is that your game starts up, and goes back to desktop. You should try the following settings in the launch menu: 1. System Memory (check), 2. Shade walls (check), 3. Shade floors (check), 4. Realistic lights (check), Desktop (check). 5. Full alpha (check). Do not check or touch any of the other options.
Finally, let me know which windows you are using. The menu bar on top is the updater probably. Don't forget to allow fetchfiles.exe and moac.exe to work through your firewall (your firewall may block internet connection of the updater).
This seems to be a permission issue. You seem to be using a PC with multiple users set up. It may be that your user account does not have permission to run this specific file (regardless if you run in administrator mode). Another reason could be that an anti-virus (or something similar) puts moac.exe and everything else in a quarantine, which prevents your account from accessing it. Try putting the file in a data drive, like d:/ or e:/ if you have it (then try running the game from there).
If you do a google search about this error, you will find that this commonly happens when using multiple accounts with different permission settings (and sometimes firewall/anti-viruses). If you haven't already, you could try this tutorial on how to resolve this issue. But I do not rule out an anti-virus or firewall. Note that manifest.ini in your screenshot is 0kb, which suggests that the updater tool was blocked by something (though Astonia can also run without updates).

turn off windows defender and all anti vir then download, make sure any antivirus have no chrome extentions running that scan downloads. thats all i can see happening since the rar file is corrupted which is from downloading to HD.
